Purpose

To seek approval to undertake the procurement
for a contract to supply approximately 21,100 bins per year for the
North Yorkshire area and the option to purchase the 48,000
recycling bins for the next area to undergo the harmonisation of
the Waste Service

Decision

To undertake an Open procurement, to procure
our own framework agreement for four years for the supply of waste
bins for the North Yorkshire area. This decision was approved by
the Procurement Assurance Board on 27 November 2025.

Reasons for the decision

It was decided to do an open procedure for
this procurement, for compliance and transparency. As this would
mean we are able to provide the winning bidder our own NYC call off
contract to enable us to retain full control.

Alternative options considered

We considered using a framework, however after
our legal department reviewed the frameworks terms and conditions
it was not suitable for the Council’s requirements.
