Decision
That the Chief Finance Officer (sub-delegated
to the Assistant Director – Resources) authorises the
acceptance of the grant of £30,230.43 of RDEL funding from
Homes England relating to relocation of 3 Selby Waste/Highways
facilities to four potential alternative sites.
Reasons for the decision
This time-limited funding opportunity would
cover the costs of assessing the feasibility of relocation the 3
Council owned facilities to one of 4 sites in the Selby area. This
would feed into a decision on whether this shall take place and if
the existing sites shall be redeveloped for housing. It is
recommended that this option should be investigated because
redevelopment has potential to be catalyst for the wider
regeneration of an important gateway into Selby which is of poor
appearance. It would also complement the approved scheme of
improvements in the immediate vicinity of the railway station,
which are currently commencing.
Alternative options considered
i. Do nothing – this would be a missed
opportunity. The merits of relocating the facilities should be
evaluated, so that the regeneration potential of this southern
gateway to the town centre is fully explored as noted above in the
Council Plan.
ii. The proposed project considers 4 alternatives. Even if
consideration of non-Council owned sites is required, the work
would form a baseline against which to compare. Such comparison
would be also a requirement of the Sequential Test forming part of
the Flood Risk Assessment accompanying a planning
application.
