Decision

That existing land, currently not recognised
as highway, which borders the south side of Whashton Road at the
entrance to the Richmond Racecourse Car Park will become Highway
Maintainable at public expense. See attached plan.

Reasons for the decision

The land is registered to the Richmond
(Yorkshire) Burgage Pastures Committee who wish to dedicate the
land as highways extents to facilitate improvements to the footway
network. It is considered appropriate in this instance that this
grassed area also should be considered as highway maintainable at
public expense.

The financial impact is expected to be minimal. While there may be
some additional maintenance responsibilities upon completion of the
scheme, these costs are anticipated to remain low over the long
term due to the longevity of the footpaths. Any future expense
would be accommodated within subsequent local transport funding
allocations.

Alternative options considered

The land continues to be the responsibility of
the Richmond (Yorkshire) Burgage Pastures Committee. This would
prevent any future highway improvements from being requested as
part of future development works.
