Purpose

To seek approval from the Executive Member for
the NYC Tenancy Agreement, following consideration of tenant
representations received during the statutory consultation
process.

Decision

To approve and adopt the North Yorkshire
Council Tenancy Agreement following completion of statutory
consultation, and to proceed with implementation.

Reasons for the decision

The decision was taken to adopt a single North
Yorkshire Council Tenancy Agreement in order to harmonise legacy
tenancy arrangements inherited from Harrogate, Selby and
Richmondshire, ensuring legal compliance, clarity and consistency
for tenants and staff. Statutory consultation was undertaken in
accordance with housing legislation and generated broad
understanding and acceptance of the proposals, with officers making
only minor drafting clarifications to improve tenant
understanding.

Alternative options considered

The principal alternative option considered
was to retain the existing legacy tenancy agreements inherited from
Harrogate, Selby and Richmondshire, however, this was rejected as
it would perpetuate inconsistency in tenant rights and
responsibilities, create ongoing operational and legal complexity,
and limit the Council’s ability to implement housing
management improvements.
