Purpose

To seek approval from the Executive Member for
the NYC Tenancy Policy, following consideration of tenant
representations received during the statutory consultation
process.

Decision

To approve the amendments to the North
Yorkshire Council Tenancy Policy following statutory consultation
and to proceed with implementation.

Reasons for the decision

The decision was taken to approve amendments
to the North Yorkshire Council Tenancy Policy to remove legacy
inconsistencies by introducing a standard 52week rent collection
period and changes to tenancy start dates. Statutory consultation
showed broad understanding and acceptance of these changes, with
only minor clarifications required, and approval supports clearer
rent management, simpler administration and compliance with the
Regulator of Social Housing’s Consumer Standards.

Alternative options considered

The option of retaining the existing Tenancy
Policy without amendment was considered but rejected, as this would
continue legacy inconsistencies in rent collection periods and
tenancy start arrangements and undermine effective rent
management.
