Decision

The decision has been taken to update and
amend an existing Service Level Agreement (Agreement for the
provision of umbrella body disclosure services) between North
Yorkshire Council (NYC) and external customers in relation to the
provision of, and process of DBS applications.

Reasons for the decision

The introduction of a new system to undertake
DBS checks identified a need to make a significant change to the
current process for NYC external customers. The change needed was
to provide NYC external customers with direct access to the new
system. This was due to the fact that no DBS results are provided
outside of the new DBS system for security reasons and NYC external
customers would not have access to their results without this
change of process.

This was discussed and agreed by the 4762 DBS Project Board on
11/12/25, subject to assessment of the risk and being satisfied
that appropriate mitigations are in place to manage those
risks.

An updated DPIA has been completed and signed off by data
governance 30/01/26.

NYC legal team have been involved in the development of the updated
SLA.

Alternative options considered

No other option would be available for NYC
external customers as results are not available outside of the
system for data security reasons.
