Decision

Direct Award an NEC4 Contract Option E contract to Wilf Noble Construction Ltd for the urgent repairs to Middleham Bridge.

Reasons for the decision

Following a vehicle strike in September 2026, Middleham Bridge was closed due to significant damage to one of the decorative masonry arches. Urgent repairs are required to make the structure safe and facilitate the reopening of the highway.

Wilf Noble Construction Ltd has the necessary specialist experience in structural and heritage masonry works and was able to mobilise immediately. They have undertaken similar repairs to this bridge historically. The contractor has already developed the repair methodology and temporary works solution and is currently undertaking enabling works on site. An NEC4 ECC Option E contract is considered appropriate due to the emergency nature of the works and the uncertainties associated with repairing a historic listed structure.

Alternative options considered

Competitive procurement exercise- rejected due to the urgency of the works and the need to reopen the bridge as quickly as possible. Undertaking a tender exercise would delay the repairs and prolong disruption to the local community.

Appointment of an alternative contractor - rejected as this would require additional time for mobilisation, familiarisation with the structure and development of alternative temporary works and repair methodologies, resulting in delay to the programme.

Do nothing is not an option, as the bridge would remain closed and the damaged structure would continue to pose an unacceptable risk to public safety.
