This report summarises proposed amendments to
the Capital Programme
considered by the Capital Strategy Group on 26 August.

RESOLVED
that Cabinet:
3.2 Flood AI
Contract
a)
Grant delegated authority to the Chief Executive to enter into a
contract up to £5.350 million to develop a prototype flood
warning system. Delegated authority has been granted previously up
to £5.000 million, this request is
an increase of £0.350 million.
3.3 Eden Hill Railway
Bridge
a)
Approve the adoption of the Eden Hill Railway Bridge.
b)
Approve the spend of £0.255 million in 2025-26 for the
refurbishment of the Eden Hill Railway Bridge. This spend will be
funded by £0.130 million of external funding from the
Historic Railways Estates and the following Council resources from
existing projects in the capital programme; £0.100 million
from the Strategic Regeneration project in the capital programme
and £0.025 million from the Structures Scheme Preparation
budget in the Local Transport Plan project.
c)
Approve the amendment to the capital programme to add £0.130
million of external funding for the Eden Hill Railway Bridge
Project in 2025-26.
d)
Approve the amendment to the capital programme to reallocate
£0.100 million and £0.025 million from the Strategic
Regeneration project and the Local Transport Plan project,
respectively, to the Eden Hill Railway Bridge project in the
capital programme in 2025-26.
3.4 Woodhorn Narrow Gauge
Railway
a)
Approve the spend of £0.018 million in 2025-26 to contribute
to the Woodhorn Narrow Gauge Railway Group for the restoration of
the narrow gauge railway at Woodhorn Museum. This spend will be
funded from the existing Parks Enhancement project in the capital
programme.
b)
Approve the amendment to the capital programme reallocate
£0.018 million in 2025-26 from the Parks Enhancement project
to the Woodhorn Narrow Gauge Railway project in the capital
programme.
