Purpose
This report will provide an updated on the
Energising Blyth Programme regarding the new 'Plan for
Neighbourhoods' UK Government initiative. The report will seek
approval by Cabinet to submit proposals to UK Government to
participate in this new programme in Blyth.
Content
RESOLVED
that:
1.1
Cabinet:
a)
Note the proposals in relation to the Pride in Place Programme for
Blyth
b)
Endorse the approach taken to the Blyth 10 Year Regeneration Plan
and 4 Year Investment Plan as set out in the report
c)
Agree to receive a further report in advance of the launch of the
Programme in 2026/27 setting out a detailed programme approach to
mobilisation.
1.2 Cabinet note
that, following endorsement by the Blyth Pride in Place Board the
Chief Executive in consultation with the Leader, Cabinet Member and
s.151 Officer has approved submission under delegated powers of the
£19.537m Plan for Pride in Place programme proposals for
Blyth to the Ministry of Housing, Communities and Local Government
(MHCLG).
1.3 Cabinet agree
to enter into a Memorandum of Understanding with the Ministry of
Housing, Communities and Local Government (MHCLG). Delegate
authority to the Executive Director of Transformation and Resources
to accept the offer of £19.537m Pride in Place Programme
capital and revenue funding from the Ministry of Housing,
Communities and Local Government (MHCLG), and to finalise and sign
the Grant Funding Agreement with the MHCLG, subject to agreement of
terms and receipt of appropriate legal advice.? Agree to
it's
allocation as set out below in recommendation 3.4 and
3.5.
1.4 Cabinet add
£14.936m to the Capital Programme; as an identified budget
allocation for the capital interventions identified in this report,
as per the funding profile set out in paragraph 5.3.

£4.599m as an identified revenue budget; for the revenue
interventions outlined in this report, as per the funding profile
set out in paragraph 5.3.
