Purpose

This report summarises proposed amendments to the capital programme considered by the Capital Strategy Group on 26 May 2026

Decision

RESOLVED that Cabinet approve as follows:-

Former Morpeth Leisure Centre Car Park

Approve the expenditure of £1.500 million (£0.300 million in 2026-27 and £1.200 million in 2027-28) for the construction of a new public car park on the former Morpeth Leisure Centre site. The spend will be funded from the existing Car Parks General project in the capital programme.

Grant delegated authority to the Executive Director of Place and Regeneration, in consultation with the Cabinet Member for Roads and Highways, to progress detailed design, planning submission, procurement and construction activities subject to the final project cost remaining within the approved capital allocation.

Longhorsley Flood Alleviation Scheme

Approve the expenditure of £0.055 million in 2026-27 to deliver the Longhorsley Flood Alleviation Scheme. The spend will be funded entirely by the Flood Defence Grant.

Approve the amendment to the capital programme for the Longhorsley Flood Alleviation Scheme project to add in £0.003 million external funding from the Flood Defence Grant in 2026-27.

Greyfield Affordable Housing Development

Approve?the expenditure of £1.170 million, bringing to total project spend to £1.319, to develop affordable housing on the Greyfield Estate in Embleton, Northumberland. The spend will be funded from the approved budget within the MTFP.

Grant delegated authority to the?Executive Director?of Place?and Regeneration to enter into a JCT, Design and Build Contract up to the value of?£1.070?million?related to the proposed development.?
