Purpose
As the highway authority, Northumberland
County Council has a duty to promote road safety. It is recognised
good practice to have a road safety partnership in place involving
the relevant local authorities and the Police force which covers
the area.
Following discussions between the existing partners, it is proposed
to enter into a new Northumbria Road Safety Partnership (NRSP) with
the other Tyne and Wear local authorities, Northumberland County
Council and Northumbria Police. This would supersede the existing
Northumbria Safer Roads Initiative (NSRI).

RESOLVED
that:-
1. Cabinet approve
entering the new partnership agreement as set out in the documents
attached as Appendix 1 and 2 to the report, that will enable the
setting up of a road safety partnership between the local
authorities in the Northumbria Police area and Northumbria Police
and the Police and Crime Commissioner for Northumbria;
2. Cabinet authorise
the Executive Director of Place and Regeneration to formally
execute all appropriate documentation required to enter into the
new partnership agreement, including providing written confirmation
that Northumberland County Council agrees to the cancellation of
the outstanding invoices between Northumbria Police and the local
authority members on the signing of the new agreement (these
disputed invoices being £2.1m owed to Northumbria Police from
the NRSI members collectively and £2.1m being owed by
Northumbria Police to the NRSI members collectively),
and;
3. Cabinet agree to the
arrangement of an annual road safety meeting for transport
portfolio holders of each local authority to receive an annual
report on the progress of the partnership and to advise as to its
forthcoming annual work programme.
