Purpose

To approve the financial resources required to
implement the Cabinet Shareholder Committee’s July 2024
in-principle approval to realign functions between Northumberland
County Council and Advance Northumberland to strengthen Economic
Growth activity

RESOLVED
that:-
 
1.       Cabinet note the
contents of the report to implement the July 2024 in-principle
approval of the Cabinet Shareholder Committee to realign functions
to strengthen Economic Growth activity which will take the form of
the transfer of the Advance Northumberland Economic Growth Team,
currently sitting in Advance Northumberland (Commercial) Ltd to
Northumberland County Council;
 
2.       Cabinet delegate
authority to the Executive Director of Place and Regeneration
together with the Executive Director of Transformation &
Resources, in consultation with the Portfolio Holder, to authorise
and enter into:
2.1      the
Transfer Agreement to affect the transfer of Economic Growth
Activity from Advance Northumberland Ltd to NCC, to implement the
operational and legal aspects of the transfer;
2.2      the
Transfer Agreement to affect the transfer and Economic Growth
Activity from Advance Northumberland (Commercial) Ltd, to implement
the operational and legal aspects of the transfer;
2.3      such
other agreements as may be required to implement the operational
and legal aspects of the transfer including, but not limited to, in
relation to TUPE transfers and novation of relevant funding
agreements / contracts; and
 
3.       Cabinet delegate
authority, subject to finalisation of the Transfer Agreement(s), to
the Executive Director of Place and Regeneration together with the
Executive Director of Transformation & Resources, in
consultation with the Portfolio Holder to approve the financial
resources required to implement the transfer of the Economic Growth
function from Advance Northumberland and Advance Northumberland
(Commercial) Ltd set out in paragraph 7 of the report, to be funded
from contingency for 2024/25 and to be agreed via the Budget and
MTPF process for 2025/26 onwards .
