The East Midlands Shared Services (EMSS) Joint Committee provides strategic direction and oversight for a shared service partnership between Nottingham City Council and Leicestershire County Council, covering human resources, payroll, recruitment, and finance transactional services. The committee monitors the effectiveness of these arrangements and ensures the efficient delivery of the shared functions. It is an executive committee composed of two executive councillors from each participating council.
