Decision

The vote, undertaken by way of a roll call, was carried. The votes were recorded as follows:

For the Motion: Councillors Tessa Hodgson, Aaron Carey, Michelle Bateman, Alistair Cameron, Jon Harvey, Paul Miller, Rhys Sinnett and Jacob Williams [8]

There were no votes against or abstentions.

DECISION

That option 3 be approved in the following terms:

(a)  That the implementation of an Automatic Number Plate Recognition resident registration system across all six of the Council's Waste and Recycling Centres be approved.

(b)  That the inclusion of the scheme within the Capital Programme, with a maximum capital allocation of £1.2m, be approved.

(c)  That delegated authority be granted to the Deputy Chief Executive and Director of Place, in consultation with the Cabinet Member for Residents' Services, to award contracts for the Automatic Number Plate Recognition system, associated resident registration arrangements, supporting infrastructure and any related capital works, up to a maximum capital value of £1.2 million.

(d)  That the removal of the booking requirement at Waterloo, Hermon and St Davids Waste and Recycling Centres following the procurement and installation of the Automatic Number Plate Recognition system (Phase 1) be approved.

(e)  That the removal of the booking requirement at Winsel, Crane Cross and Manorowen Waste and Recycling Centres following the completion of additional site-specific surveys, risk assessments, any necessary improvement works and following the procurement and installation of the Automatic Number Plate Recognition system (Phase 2) be approved.

(f)  That the prevention of access for third-party waste operators transporting waste on behalf of commercial traders, whilst maintaining existing arrangements for approved commercial users be approved.

(g)  That the ongoing annual revenue expenditure to support the implementation and operation of the Automatic Number Plate Recognition system be approved.

Reason for Decision: To provide a balanced approach to improving customer access and convenience whilst maintaining safe, compliant and financially sustainable operations. It enables the Council to modernise access arrangements through the introduction of Automatic Number Plate Recognitiontechnology, removing the need for pre-booked visits where appropriate while ensuring that site-specific operational, highway and safety requirements are fully addressed through the phased implementation programme.

The proposal will also strengthen control over site usage by preventing access by third-party waste operators acting on behalf of others, helping to protect capacity for residents and approved users and ensuring that the Council's Waste and Recycling Centres continue to be used for their intended purpose.
