DECISION
(a) That the proposed letting of Unit 1, Riverside Shopping Centre, to a major high street retailer through entry into an Agreement for Lease and subsequent lease arrangement, be approved and that delegated authority be granted to the Deputy Chief Executive and Director of Place to agree the terms of the Agreement for Lease and the Lease.
.
(b) That the total project cost as detailed in Appendix C, be funded as set out in any one of the scenarios in Appendix C; and that the capital programme be updated accordingly. Additionally, that every effort is being made to maximise external funding opportunities be noted
(c) That the invitation and evaluation of tenders by way of mini-competition under the South West Wales Regional Contractors Framework Lot 3 for the works required under the Agreement for Lease be authorised; and that delegated authority be granted to the Deputy Chief Executive and Director of Place to enter into any resulting contract, provided that the contract award, including any contingency associated with the contract, does not result in the total project cost being exceeded.
Reason for Decision: The proposal will support the ongoing regeneration of Haverfordwest town centre by securing a major high street retailer for a prominent vacant unit, bringing a building currently in poor condition back into beneficial economic use, increasing footfall and visitor activity within the town centre, and generating a revenue surplus for the Riverside Shopping Centre Reserve.
