Decision

Purpose of report

The purpose of this report is to seek approval to extend the City-Wide Public Spaces Protection Order (PSPO) relating to alcohol-related anti-social behaviour for a further three years from October 2026 to October 2029. The report summarises the consultation undertaken, evidence of continuing alcohol-related anti-social behaviour and the rationale for extending the existing Order.

Decision

Cabinet agreed:

  1. To approve the extension of the City-Wide Public Spaces Protection Order relating to alcohol-related anti-social behaviour for a period of three years from October 2026 to October 2029;
  2. To authorise officers to complete all necessary legal and administrative processes to implement the extended order.

Reasons for decision

  1. Consultation and evidence demonstrate that alcohol-related anti-social behaviour remains persistent across Plymouth and that the existing Order continues to be necessary, reasonable and proportionate.
  2. To ensure continuity of the existing arrangements and avoid any lapse in powers.

Alternative options considered and rejected

  1. Do not extend the PSPO
    Rejected because consultation demonstrated strong support for the continuation of the Order and evidence shows alcohol-related ASB remains a significant issue.
  2. Amend the prohibitions
    Rejected because consultation demonstrated overwhelming support for retaining the existing prohibitions and there is no evidence that additional restrictions are required.

Declarations of interest

None declared in respect of this item.
