Decision

1. Thanked the Housing and Social Care Scrutiny Panel for its work in undertaking the review and for the report; and
2. Noted the panel's report and recommendations as set out in Appendix A, together with the officer responses to the recommendations.
3. Noted the panel's report will be shared with the Regulator of Social Housing along with the cabinet report, as a helpful piece of assurance work.
