works

The Cabinet considered
a report of the Director of Economy and Place, which sought
agreement to accept and spend grant funding to carry out highway
schemes for the Borough in 2025/26 and 2026/27.
The Senior Highways
Officer (Operational/Client) was in
attendance to present the information and to address the
questions and the comments of the Cabinet Members.
The Officer informed
that the Highway Service had a large programme of capital highway
works to deliver in 2025/26 and 2026/27. This work was funded via several funding streams. The total
value of work to be delivered over the
two financial years was approximately £12.9M. This comprised
footway and carriageway re-surfacing works, drainage works and
bespoke stand-alone projects. The works would consist of numerous
small value schemes within each funding stream which when totalled
together would exceed £0.5M in value.
Resolved:
1.
That external grant funding (where applicable) be accepted;
2.
That delegated authority be given to the Director of Economy and
Place in consultation with the Cabinet Member for Highways &
Facilities to allocate the budgets to work programmes, procure and
award the works package;
3.
That delegated authority be given to the
Assistant Director for Legal and Governance to prepare and execute
any legal agreements in accordance with the Council’s
Constitution.
Reason for
decision:
The Council’s
scheme of delegation required Cabinet approval to receive grant
funding in excess of £500,000, and to procure and award works
in excess of £500,000
To ensure that project
timelines could be met via appropriate
delegations.
Alternatives
considered and rejected:
That either Cabinet,
or delegated authority was granted on a scheme
by scheme basis, this would delay the work delivery
programme.
