Decision
The Committee considered a report of the Director of Corporate Services, which sought approval of the appointments to bodies and outside bodies of the Pennines Township for 2025-26.
The Senior Governance and Committee Officer was in attendance to present the information and to address the questions and the comments of the Committee.
Resolved:
- That the Terms of Reference (as in Appendix 1 to the report) of the Township Committee be noted;
- That the appointment of the Chair and Vice-Chair of the Pennines Township Committee as agreed at Annual Council on 14th May 2025 be noted;
- That all Members of the Pennines Township Committee be appointed to the Regeneration and Facilities Service Group and Highways and Environmental Management Service Group with Councillor Emsley as Chair;
- That Councillors Davidson, Bamford, Kelly, Blundell be appointed to the Ellenroad Trust Limited for 2025-26;
- That members of the Pennines Township Committee who are not members of the Planning Committee, be appointed to the Pennines Township Planning Panel;
- That Councillor Mir be appointed as the Pennines Township Older Person’s Champion for 2025-26;
- That Councillor Jackson be appointed as Pennines Township Highways Champion for 2025-26;
- That Councillor Davidson be appointed as Environmental Champion for 2025-26.
Reason for decision:
The Council established Township Committees which may exercise both executive and non-executive functions as set out in the Council’s Constitution – Responsibility for Functions. Appointments were made, as far as is possible, in accordance with the Township Committee’s political balance.
Alternatives considered and rejected:
The Committee could choose to delegate some of its functions to an officer in consultation with the Chair and Vice-Chair of the Township.
