Purpose

To approve proposed local use of additional
central government funding for local stop smoking
services.

Content

Cabinet considered a
report of the Director of Public Health and Communities / Portfolio
Holder for Health which sought approval to accept and spend
additional stop smoking funding throughout 2024/25 to 2028/29.
 
The Public Health
programme Officer and the Public Health Commissioning and
Improvement Manager were in attendance to present the report and to
answer the questions and the comments of the Cabinet Members.
 
Resolved:
1.   
That the grant for additional stop smoking funding for 2024/25 to
2028/29 be accepted;
2.   
That authority to allocate additional stop smoking funding for
2024/25 to 2028/29 be delegated to the Director of Public Health
and Communities, in consultation with the Cabinet Member for Health
and in agreement with the Office for Health Improvement and
Disparities (OHID);
3.   
That authority be delegated to the Director of Public Health and
Communities in consultation with the Cabinet Member for Health, to
sign any contract variation and contract award documents that are
required in relation to this funding and in accordance with the
Council’s Constitution / Scheme of Delegation;
4.   
That adherence to provisional government criteria to maintain
 and safeguard 2022/23 spend on stop
smoking services in order to receive additional stop smoking
funding through 2024/25 to 2028/29 be agreed;
5.   
That authority be delegated to the Director of Public Health and
Communities in consultation with the Cabinet Member for Health, to
approve adherence to new or amended grant funding criteria.

 
Reason for
decision:
To ensure that the
Council remained contractually complaint in relation to the
services in scope and to maximise the potential of approximately
£1.6M in funding to support people to stop smoking over the
next five years.
 
Alternatives
considered and rejected:
In the Borough there
is an above average smoking prevalence of 15.3%. Smoking cost the
Borough approximately £90M each year. To not accept the grant
funding would be detrimental to the Council’s ability to
support the health and well-being of some of its residents who need
help to stop smoking.
