Content

The Board considered a
report of the Assistant Director for Commissioning of Adult Social
Care and Prevention which sought approval of the Better Care Fund
(BCF) Planning and Narrative Return 2023-25.
 
The Assistant Director
Adult Social Care Operations (Deputy Director of Adult Social
Services) was in attendance to present the report and to address
the questions and comments of the Board Members. 
 
The Senior Officer
informed that submitting the return was conditional to receiving
the government grant. The Senior Officer continued informing that
the BCF was utilised to provide key schemes that enabled people to
stay well, safe and independent at home and to provide the right
care in the right place at the right time.
 
The Narrative Plan
described the joint approach to delivering the objectives of the
fund. Both the planning and narrative had been formulated as
integrated system.
 
HMR Locality Board had
received delegated authority from the Health and Wellbeing Board to
manage and be accountable for all pooled budgets established under
section 75 of the National Health Service Act 2006, including
Public Health, Social Care and Better Care Fund. 
 
Resolved that the BCF Planning and Narrative Return 2023-25
for the Borough of Rochdale be approved.
 
Reason for
decision
The signing off of the
BCF Planning and Narrative document by the HMR Locality Board is a
condition of the grant funding.
 
Alternative considered
and rejected
There are no known
alternative. Not submitting the Planning and Narrative document
would preclude receipt of the grant funding and, consequently, the
ability to deliver key schemes to support residents’
lives.
