Appendix 9, Section 4C3, of the Council’s Constitution provides
that “The Strategic Director of Adult Care, Housing and
Public Health is authorised to discharge executive functions
through the commissioning and provision of social services for
adults and public health services for the whole population and
delivery of housing for the Borough, including: (4) Strategic
Commissioning; (a) Commissioning”. 

Decision:

As detailed in an approved  Exemption from Financial and Procurement Procedure
Rules a contract is to be direct awarded to a suitably qualified
provider to develop an Unpaid Carers APP. This award is on the
basis that the requirement does not exist in the market and
therefore needs to be developed on a prototype basis.
 

Reasons for the Decision:

A grant has been received from the
DHSC’s Accelerated Reform Fund to
develop an APP to support Unpaid Carers in the Borough, to improve
the advice and information offer provided by RMBC and meet our Care Act duties.
