Decision:

To exercise delegated powers and approve in
principle the proposals shown on drawing number 126/18/TT784, Appendix 1, and give authority that:
 

The comments and objections received
have been considered and the objections are not supported for the
reasons contained in section 4.2.

 

The existing scheme is confirmed as
shown on drawing numbered: 126/18/TT784
attached as Appendix 1 are implemented.

 

The Director of Legal Services is
authorised to make the Order.

 

Residents are informed of the
decision to implement the waiting restriction.

 

Reasons for the Decision:

Following the receipt of the request to extend
the existing waiting restrictions various iterations of
restrictions were considered. Upon completion of the consultation
process, and subsequent discussions with residents and Local ward
members, the extents proposed will cover all the locations where
indiscriminate parking takes place.
 
These restrictions are unlikely to lead to
significant parking migration problems further into the village
given the road layout (junctions / driveways) and the presence of
more appropriate parking options across Harthill accommodated
within the design. Furthermore, whilst the proposed restrictions
will prohibit waiting, they will not prevent motorists from
stopping for as long as necessary to pick up or set down
passengers, which may alleviate some of the concerns raised by
residents.
 

Details of alternative options considered and
rejected:

Introducing restrictions on both sides of the
main road through the village was considered but this was
discounted as it was perceived by residents that vehicle speeds
would increase as there would be nothing on the carriageway to slow
their progress.
 
Making no changes to the restrictions was
considered, but this would be likely to still result in obstruction
and would not address the repeated concerns raised by
residents.
 
A 20mph speed limit along the entirety of the
village on Hard Lane and Union Street was considered to be
implemented alongside this waiting restriction but was not
supported at this time, due to the requirement for additional
traffic calming measures throughout the village to achieve
compliance of the Council’s 20mph Policy. This may be
considered in the future.
