Director of Adult Care, Housing and Public Health is authorised to
discharge executive functions through the commissioning and
provision of social services for adults and public health services
for the whole population and delivery of housing for the Borough,

Sub-Scheme of Delegation – Strategic Director of Adult Care,
Housing and Public Health: Executive Functions, Specific

public health protections and health improvement responsibilities
(c) Ensure the council plans and responds to emergencies that
present a risk to public health (d) Ensure the council meets other

Decision:

For Rotherham to enter into a Partnership Agreement to join the
South Yorkshire Tobacco Control Alliance (SYTCA)

To transfer funds to support the delivery of associated work.

Reasons for the Decision:

Barnsley Metropolitan Borough Council,
Sheffield City Council, Rotherham Metropolitan Borough Council,
City of Doncaster Council and NHS South Yorkshire Integrated Care
Board have entered into a Partnership Agreement to form the South
Yorkshire Tobacco Control Alliance. This aims to collectively
accelerate efforts towards eliminating smoking across South
Yorkshire and contribute to achieving the national smokefree
ambition set out by Central Government.
 
To support the delivery of the STYCA
programme, £99,6464 will be directly transferred to Barnsley
Metropolitan Borough Council as the lead authority managing the
SYTCA programme.
 
On 16th October 2023 Cabinet
authorised the Director of Public Health to allocate Council
spending on tobacco control to align with the Tobacco Control Work
Plan. The Tobacco Control Work Plan sets out plans to work
collaboratively across the South Yorkshire footprint.
 
On 17th March 2025 Cabinet approved
the delegation to the Director of Public Health, in consultation
with the lead member for Adult Care and Public Health, for the
spend against the Local Stop Smoking Services and Support Grant as
part of the Confirmation of Supplementary Public Health Grants for
2025/26 paper.
 

Details of alternative options considered and
rejected:

The option for the SYTCA to be hosted by
Rotherham Metropolitan Borough Council was considered. This option
was rejected as the departure of the Director of Public Health in
Rotherham in March 2025 and subsequent recruitment process would
have slowed progress towards developing the Partnership Agreement
and planning of SYTCA activity.
