Decision:

The Council enters into contract with Henry
Boot Construction Ltd for the delivery of the Markets and Libraries
project. 

Reasons for the Decision:

To maintain momentum behind the delivery
programme of one of the Council’s key regeneration projects
and ensure best possible value is secured.
 

Details of alternative options
considered and rejected:

The alternative option is not to sign the main
works contract prepared. This option is not recommended, because it
will not secure the commitment of Henry Boots Construction Ltd to
deliver the scheme to an agreed specification for an agreed price
in line with the approach adopted by the Cabinet
