Purpose

This is a key decision which is
made outside of the normal fees and charges setting process due to
the subscription period running out of line with the fiscal
calendar.
 
Subscriptions for renewals/new
and direct debit customers normally commences in December, with the
new service subscription period starting in late
February.

Brief Description
of Decision:
 
 

To set the fees
for the garden waste subscription service for 2024/25 at £46
for the first bin and £37 for a second bin.
 
This year the
Council has also introduced a 10% discount for all eligible
Rothercard holders. The 10% discount
only applies to the subscription charge for the first
bin.
 
 

Reasons for the
Decision:
 
 

The charges for the garden
waste service for 2024/25 need to be set by December 2023 in order
that the subscription service can go live on the Councils website
in Mid-late December. This enables direct debit notices to be
issued within the required period for those customers signed up to
automatic renewal, in advance of the 2024/25 collection period. The
charges for 2024/25 are set with the intention of ensuring that the
income from subscriptions continues to cover the cost of providing
the service.

alternative options considered and rejected:
 

It was not considered
appropriate to set the charges at a level that would create budget
pressures as the service costs are expected to be covered by those
purchasing the service. It was not considered appropriate to set
the charges at a level that would generate a substantial surplus.
Actual financial outcome will be determined by the combination of
cost/cost increases and demand.
