Purpose
Purchase 5 new homes from the
Kirkstead Gardens housing development
in Thorpe Hesley, which are Section 106 planning gain
units.
Up to 40% of the cost to be
funded by Right to Buy ‘1-4-1’ receipts, with the exact
proportion to be determined by Corporate Finance on an annual
basis.

Enaction of recommendation 1 from the Housing Strategic
Acquisitions Report, approved by Cabinet 20 June 2022:
“1. That Cabinet agrees to purchase the homes identified
in Exempt Appendix 1, subject to Ward Member consultation being
carried out, and agreement by the Assistant Director for Housing,
Cabinet Member for Housing and Section 151 Officer. This is subject
to the budget parameters as set out in the Council’s approved
Capital Programme.”.

Cabinet, approved 16 September 2022 in consultation with the
Cabinet Member for Housing.
Decision:
Approval to enter into contract with Redmile Home to purchase
five new homes from the Kirkstead Gardens development in Thorpe
Hesley – identified in Appendix 1 to the June 2022 Cabinet
report.
The
Council will purchase:

Five, two-bedroom bungalows
All
homes are scheduled to be handed over to the Council October 2023.
The homes will be brought into the Council’s existing housing
stock and made available for social rent.
Reasons for the
Decision:
The
decision has been taken in-line with the Cabinet approval, to
ensure that the Council can continue to deliver new council homes
to meet residents’ needs.
The
financial detail of the acquisitions is set out within the capital
business case. It is not included within the decision record on the
basis that it is commercially sensitive. This is in-line with the
over-arching Cabinet report exemption.

options considered and rejected:
The
June 2022 Cabinet report considered deferring the acquisitions into
a later Cabinet report, but this was not recommended as it may have
resulted in one or more of the opportunities being
missed.
