Purpose

As part of the Riverside
Gardens Public Realm scheme, it is necessary to remove the
substation currently located within its boundary to enable levels
to be created to provide an accessible route through the
gardens.
 
Northern Power decommissioned
the substation in July 2023 and RMBC Legal are in the process of
negotiating the surrender of the lease of the land the building is
located on to enable its demolition.
 
The Riverside Gardens scheme is
an approved project with planning approval funded by the Future
High Streets Fund and Levelling Up Fund

Brief Description of
Decision:

As part of the Riverside Gardens Public Realm
scheme, it is necessary to remove the substation currently located
within its boundary to enable levels to be created to provide an
accessible route through the gardens. Northern Power decommissioned
the substation in July 2023 and the surrender of the lease for land
is being negotiated to enable its demolition.
 
The decision is to approve the surrender of
the lease.
 
 

Reasons for the Decision:

To enable the Riverside Gardens scheme to be
delivered the substation in the car park needs to be removed,
following its decommissioning by NP.
 
With the building in its current location the
accessible route through the site seen as vital to its success
would not be deliverable.

The approved designs for the scheme require
the demolition of the substation to enable levels to be created to
provide an accessible route through the gardens.
