The decision is taken in line with paragraph 8.4 of
the Council’s Financial and Procurement Procedure
Rules:
“Strategic Directors and Budget Managers are
authorised to incur expenditure in accordance with the estimates
that make up the budget and the Capital Programme within their
delegated area of control.”
The report was approved at Cabinet on
24th April, 2023:-
That Cabinet noted the strategic approach to the
management and maintenance of Rotherham’s
Highways.
That the decision of the Strategic Director of
Regeneration and Environment to approve the indicative Highway
Repair Programme for 2023/2024 was noted.
That Cabinet noted any additional in year funding to
deliver highways repairs, the Strategic Director for Regeneration
and Environment may utilise that funding in accordance with the
strategic approach to the Management and Maintenance of
Rotherham’s Highways as laid out in this report.
Brief Description
of Decision:
The Strategic Director
Regeneration and Environment approves the Indicative Highway Repair
Programme for 2023/ 2024 which is appended.
Reasons for the
Decision:
The decision is required in
order to deliver individual schemes as part of the already approved
budget and also provide transparency to the future programme of
highways maintenance works. This allows the programme to be
publicised and for Council services to be held accountable for the
delivery of the programme.
Details of
alternative options considered and rejected:
Schemes could be considered on
an individual basis or via a batch at a time. This is not preferred as would be more piecemeal
and also would not give clarity to Ward Members and residents for
the overall programme. An indicative
annual programme also enables suggestions put forward from Ward
Members to be considered and included. A delivery programme is
essential for the effective oversight of the highways capital
programme.
