Purpose
To approve the Council entering into a Memorandum of Understanding with Parish and Town Councils to enable the installation of hanging baskets (or other fixings) on Council-owned lamp columns, subject to mandatory structural and safety testing.
The decision is taken under the Amended Sub?Scheme of Delegation – Regeneration and Environment (March 2024), Council Functions – Executive Functions, General Delegations, specifically the authority to negotiate and enter into agreements for rights to utilise highway structures.
