RECORD OF OFFICER EXECUTIVE DECISION
Date of Decision:
20th October 2026
Title:
Towns and Villages Maltby High Street Public Realm Improvements – Approval of the Full Business Case and completion of procurement to allow contract award to commence works.
Decision Maker:
(Including Job Title)
Andrew Bramidge, Executive Director of Regeneration and Environment(formerly Strategic Director as stated in Cabinet report December 2024)
Details of Specific Delegation
or
Delegation contained in the relevant Sub-Scheme of Delegation.
Within the Council’s Constitution, the Executive Director for Regeneration and Environment holds the following delegated powers:
Contract Standing Orders – Section 41.2
Each Executive Director has a general power to make Council contracts within their Directorate, including determining select tender lists, accepting tenders and awarding contracts. These powers are subsequently delegated to Assistant Directors through the Sub?Scheme of Delegation.
In line with the December 24 Cabinet Report:
“Approve the development of thematic interventions described at Section 2 and delegate authority to the Strategic Director for Regeneration and Environment in consultation with the Leader of the Council and the Council’s Section 151 Officer to add, amend or replace a scheme should it become unfeasible or undeliverable”
Decision:
- Approval of the Full Business Case detailing final project costs, timeframe and outcomes, allowing contract award and implementation of the project delivery.
- to conclude the procurement process through approval of the Tender Evaluation Report, thereby authorising the award of the works contract (valued at £535,878.25) under NEC4 and enabling commencement on site.
Reasons for the Decision:
To progress with the delivery of the scheme.
Details of alternative options considered and rejected:
Do Nothing:
Leaving Maltby without intervention was rejected because it would fail to address the identified issues around the high street environment and pedestrian experience, and would not deliver the local improvements prioritised through ward member and community engagement.
Reduced?scope scheme:
A smaller scheme was considered but rejected as it would not deliver the quality or extent of improvements required; this is why Cabinet approved additional funding on 7 August 2023 to enable a larger, more comprehensive scheme for Maltby.
