Disposal of Land at Milton Street & Fitzwilliam Street, Swinton
August 8, 2024 Strategic Director of Finance and Customer Services (Officer) Approved View on council websiteFull council record
Purpose
The site is subject to a licence agreement
with the owner of the adjacent detached house for a nominal fee. It
is recommended that the site is disposed of at public auction, due
to the sites limited future use and the potential to generate a
capital receipt. It is anticipated that
the future use of the site following a disposal will be as per the
existing garden use, a small extension to the existing dwelling, or
a single dwelling development plot.

or Delegation contained in the
relevant Sub-Scheme of Delegation.
Decision taken under the powers
granted to the property officer under section 29.12 of the
Council’s Financial Procurement Procedure Rules.
Paragraph 29.12.1 states where
the estimated disposal value is less than £100,000 the
Property Officer, having taken financial and legal advice, may
arrange for the disposal of land or property.
Decision:
That the Assistant Director
Property and Facilities Services approves the disposal of the site
identified within Appendix 1 via public auction and Asset
Management will manage the disposal process in consultation with
the Council’s Section 151 Officer and the Cabinet Member for
Transport, Jobs and the Local Economy.
Reasons for the
Decision:
The site is located off Milton
Street and Fitzwilliam Street, adjacent to the former Travellers
Rest Public House, which has subsequently been converted to
residential use.
The land is subject to a
licence agreement with the owner of the adjacent detached house for
a nominal fee.
Due to the location and
immediate surroundings, the site is of low strategic value and
there is no operational need to retain the asset.
The future use of the site has
been discussed at Asset Management Board where the recommendation
to dispose of the site via public auction was supported.
The Auctioneer has estimated
the value of the property to be in the region of £15,000 to
£20,000 and it is proposed the property will be offered for
sale at auction at this guide price
It is recommended that the site
is disposed of via public auction. This recommendation is made due
to the sites limited future use and the potential to generate a
small capital receipt.
