authority that: 1. The objections are not supported, 2. The
proposals shown are to be implemented; and 3. The objectors are

The scheme was reported to
Cabinet Members on 19th December 2022, (Item 90) and
delegated approval was given to the Strategic
Director to enter Local Neighbourhood & Road Safety Schemes
into the Capital Programme, Transportation Capital Investment
Programme, which was approved on 11th May
2023.
 
The sub-scheme of delegation
authorises the Assistant Director to promote, consider objections
to and implement Traffic Regulation Orders under the Road Traffic
Regulation Act 1984 and the Highways (Road Humps) Regulations
1999.

Decision:

Approval of the proposal to
introduce a 20mph Speed Limit on various roads and road humps at
Harley.
 

Reasons for the
Decision:

To enable the implementation of
a 20mph speed limit with some traffic calming measures at Harley.
To assist in the reduction of the incidence or likelihood of injury
& non injury road traffic collisions taking place. The measures
will also reduce traffic speeds to a level commensurate with the
proposed lower 20mph speed limit.

Details of alternative
options considered and rejected:

A 20mph speed limit without any
additional traffic calming was originally considered but traffic
surveys identified that speeds would be too high along sections of
Harley Road to accord with the guidance from the Department for
Transport regarding setting local speed limits. Other roads
proposed to be 20mph already have speeds commensurate with the
proposed new speed limit.
