Purpose

To enable the release of the £193,097.06 contribution secured from Bloor Homes towards the provision of a roundabout on Leicester Road, Uppingham, appropriate trigger points have been agreed and are incorporated into the final version of the Section 278 agreement for the development by Davidsons Developments which is to be signed and sealed.

The agreed triggers are as follows:
50% payable within 20 working days of commencement of the highway works (subject to notification in writing of such from the developer)
The remaining 50% payable within 20 working days of issue of the Final Certificate.

This approach ensures the funding is aligned with the delivery of the required highway infrastructure and supports the mitigation of cumulative development impacts.

Decision

To support the project with the sum of £193,097.06 from S106 contributions.

Alternative options considered

The alternative option would be to not support funding for this project. There is no other alternative infrastructure scheme within Leicester Road and the unspent S106 monies would need to be re-paid to developers.
