Purpose

Current Situation
IS-5000 (Owned Machine)
• Age: 13 years
• Items Processed: 57,982 (July 2023 - August 2024)
Limitations:
• No longer manufactured, resulting in limited replacement
parts.
• No maintenance contract due to age.
• Inability to process signed for and special delivery
items.
Risk:
• If this machine fails, we lack an alternative capable of
handling our current mail volume.
IX-5 (Leased Machine)
• Lease Expiration: 24 October 2024
• Functionality: Handles signed for and special delivery
mail.
• Requirement: Must secure a new machine before the lease
expires to maintain service.

Proposed Solution:
The Council propose replacing the IX-5 with a Quadient IX-9
machine, which offers:
• Enhanced capabilities for processing all mail types,
including signed for and special delivery.
• Access to significant postal discounts: £0.28 savings
for first-class and £0.191 for second-class mail on clean
address/window envelope items.
• Improved reliability and support from a current
supplier.

The rental the Quadient IX-9 machine will provide the Council House
with a reliable, efficient solution for all mailing needs while
delivering financial savings through postal discounts. It is
essential to proceed with this initiative promptly to ensure we
have the necessary equipment before the lease on the IX-5
expires.

That approval be given to enter into a new
rental contact with Quadient Mailing Solutions Ltd for a 3-year
period for the provision of a new Quadient IX-9 franking machine
and remove the current IX5 and IS 5000 machines which are no longer
supported.
