Purpose

Through the Constructing West Midlands
Framework hosted by the council, approved contractors were invited
to provide a quote to complete RIBA 1 through to RIBA 7. Quotes
were received from 4 contractors.

In accordance with the Framework Selection Criteria for a Direct
Award of a Contract, each quote was evaluated on the basis of a
weighted score of 70% for Cost, and 30% for Quality. Seddon
Construction Ltd scored 100% across both Cost and Quality, with the
remaining submissions scoring less.

At each RIBA stage a review of cost has been completed and reports
submitted to proceed with each stage;

On 2 November 2022 Executive Decision Taken under the
Council’s Consultation (Chief Officer – Financial
Delegation) approved the commission of a feasibility survey and
design (RIBA stage 2) from Seddon Construction Limited for a new
teaching block at Shenstone Lodge School, Brades Lodge, Oldbury via
the Constructing West Midlands Framework

As a result of RIBA stage 2 Seddon Construction Limited submitted
estimated construction costs in March 2023. On 5 May 2023 Executive
Decision Taken under the Council’s Constitution (Chief
Officer – Financial Delegation) approved the design to
proceed to RIBA 3, with Seddon Construction Limited, to check the
initial designs against building control, planning and technical
services.

The financial appraisal of RIBA stage 4 to 7 was issued 24 August
2023 with a score of 66% with recommended actions to mitigate
potential risks to the council (appendix 1).

On 13 September 2023 Cabinet Decision number 32/23 approved the
allocation of £1,264,000 to facilitate the completion of the
works to expand Shenstone Lodge School, Brades Lodge from RIBA 4
– RIBA 7.

This decision seeks instruction to proceed as a compliant
procurement exercise has been completed.

Content

(1) Further to Cabinet decision 32/23 approval
be given to award a contract to Seddon Construction Limited to
deliver the construction works from RIBA 4 to RIBA 7 following a
compliant procurement exercise.

(2) That approval be given to enter into legal agreements with
Seddon Construction Limited.
