Purpose

Approval was sought to accept the tender of
Tilbury Douglas Ltd, for the provision of stage 3 pre-construction
services for the construction of Causeway Green Primary
School.

The Executive Decision Taken under Cabinet Delegated Authority
– Causeway Green Primary School, Brandhall Village –
Additional Funding for RIBA Stage 3 approved the appointment of a
contractor on a design and build basis to take the project from
RIBA Stages 2 to 3.

Following completion of RIBA stage 3 and subject to an acceptable
contract sum being presented this will require further approval in
line with the Councils governance processes to progress beyond this
stage.

Should Tilbury Douglas Ltd not fulfil their contract to deliver to
RIBA stage 3 the Council will seek to appoint an alternative
contractor. The financial risk associated with this is minimal as
other bids received are of a similar value however the programme
risks are greater due to the time associated with appointing an
alternative contractor.

To note that on completion of RIBA stage 3 should the contract sum
not be viable this will present a risk to the Council that this
contract will not proceed.

Content

(1) That the tender of Tilbury Douglas Ltd be
accepted.

(2) That the Assistant Director - Legal and Assurance and
Monitoring Officer be authorised to enter into a pre-construction
services agreement with Tilbury Douglas Ltd to progress the project
to the completion of RIBA Stage 3.
