Purpose

A previous extension request was approved on 1
August 2024 by the Executive Director, Place, for the Supply and
Installation of Stairlifts and Hoists to Domestic Properties
through the Efficiency East Midlands (EEM) Framework to Premier
Mobility Limited, to ensure continuity of services whilst a
re-tender process was conducted by the framework provider, EEM. The
tender process was deemed non-compliant following the receipt of
one tender for one lot. A decision was taken to approach an
alternative framework provider due to time constraints and
available internal resources.

This existing contract extension expired on 30 September 2024 and
therefore a further extension is required to allow time for the
re-tendering exercise to be undertaken.

Service provision cannot be maintained without the extension being
granted.

Premier Mobility Limited have agreed to maintain their existing
rates for the duration of the extension.

Content

(1) That a contract extension be awarded to
Premier Mobility Limited for a period of four months, commencing on
1 October 2024 at a value not exceeding £100,000 to deliver
the supply and installation of Stairlifts and Hoists to domestic
properties.

(2) That any necessary exemptions be made under the Council’s
Procurement & Contract Procedure Rules to enable the course of
action referred to in (1) above to proceed.
