Purpose

The decision is made in accordance with the
resolution of Cabinet of July 17, 2024, to delegate decision making
in relation to this matter.

To ensure that there is a competent and qualified contractor in
place to carry out scaffolding and fixed tower erection to enable
the roofing and guttering repairs to the council’s housing
stock. The decision is taken in relation to the decision of Cabinet
of July 17, 2024, to delegate authority for selection of contractor
to the Executive Director, Place in consultation with the Executive
Director of Finance and Transformation.

An internal tender process was undertaken during October / November
2024 with no external tenders being received.

After careful consideration and given that the existing contract
had now expired, accessing a PCR2015 compliant framework under a
direct award route is a pragmatic solution to any immediate
problems for emergency and essential works related to health,
safety and decency.

The EEM Framework was chosen as a potential route as this route
complies with PCR2015 and Sandwell MBC Standing Orders, and the EEM
Framework offers the opportunity for Direct Award of Contracts to
ensure that we do not have any risk of failure to deliver emergency
and essential works.

Steven Bull, Interim QS has undertaken the pricing analysis
provided by EEM to ensure value for money is obtained through a
direct award procedure.

Content

(1) That the Executive Director, Place in
consultation with the Executive Director, Finance and
Transformation, approve the direct appointment of Denholme
Industrial Services, Trading as Scaffold Erection Services as the
sole provider for fixed scaffolding and tower scaffolding hire for
the duration of one year with the option to extend for a further
one year, commencing from 1st March 2025.

(2) That the Executive Director of Place in consultation with the
Executive Director, Finance and Transformation award the contract,
as referred to in 2.1 above, to the successful contractor.
Authority received from Cabinet at the 17thJuly 2024 Cabinet
Meeting. Cabinet Decisions attached as source reference as detailed
in Section 7.

(3) That the Assistant Director – Law and Governance and
Monitoring Officer be authorised to enter-into or execute under
seal any documentation in relation to the award of the
contract.
