Purpose

There is strong evidence that RSHE education
in line with best practice as a ‘curriculum for life’,
is popular with parents and helps children and young people to
protect themselves and others both online and offline, improves
their physical and emotional health, and develops character,
resilience, academic attainment and employment prospects, with the
greatest benefits experienced by the most disadvantaged
pupils.

The current provider consistently meets all of the Key Performance
Indicators (KPIs) and the Council believes that this provision is
instrumental in achieving the apparent downward trend in teenage
conceptions in particular.

Content

That approval be given to extend the
Relationship, Sex and Health Education (RSHE) contract with the
provider (Brook) from September 1 2025 to August 31 2027 in line
with the option available to extend within the existing contract
value for the extension period of £243,560.90. This amount
includes an increase of £5616.14 from the original contract
value (from 237,944.76 to £243,560.90) to cover unforeseen
National Insurance increases for the provider.

Alternative options considered

The current contract terminates on expiry in
31/08/2025 without any further commissioning of RSHE
services.

procurement exercise commences to commission a new provider leaving
a service gap in the interim.
