Purpose
The framework is principally intended for use on capital works
generally exceeding £250,000 in value: including new build,
extensions, improvements, renovations, reinstatement, repairs,
mechanical, electrical, services and infrastructure works - across
a wide range of sectors including, but not limited to: education
(including schools, colleges and universities), housing (including
low, medium and high-rise),health and social care, sports, leisure
and recreation, museums, art galleries, libraries, blue light,
transport, infrastructure and public realm, recycling and waste
centres, industrial, office, administrative and commercial
buildings.
The Framework is comprised of 2 Lots as follows:
• Lot 1 is for the delivery of works with a contract value
generally between £250,000, and £5,000,000.
• Lot 2 is for the delivery of works with a contract value
generally in excess of £5,000,000.
Benefits of using the framework are noted as follows:
• Generates savings on tender time and staff resources
(typically 3-6 months vs traditional tendering)
• Generates savings on tender cost (typically 90% vs
traditional tender)
• Access fees are matched with other NACF local authorities
the cost of accessing external competitor frameworks typically
100-500% more expensive
• Pre-tendered competitive rates, continuously benchmarked.

• Delivering real socio-economic impact: training, skills and
employment at the heart of our local communities
• The only framework in the West Midlands to mandate payment
of the Real Living Wage

businesses and our local SMEs
• Provides high degree of flexibility and choice in respect
of:-
o Choice of Contract (NEC or JCT)
o Choice of Call-Off Route
o Choice of Contractor
o Choice of Design Approach
o Choice of Consultants
Minute No. 28/20 of the Cabinet meeting held on 22 January 2020
refers to the original decision to enter into this framework
agreement.
Content
(1) That approval be given to implement the
contractual provision within the Constructing West Midlands Capital
Works Framework Agreement to extend the arrangement for a period of
two years commencing 1st November 2024 and ending on 31st October
2026.
