Purpose

A tendering exercise has been undertaken
during the first quarter of 2024 in conjunction with the Corporate
Procurement Service using a schedule of products assembled from
usage date from the previous 12 month period.

Four completed tenders were received for Lot 1 and five tenders
were received for Lot 2 and were evaluated in accordance with the
specified award criteria of criteria of 80% Cost and 20%
Quality.

A copy of the Tender Evaluation is attached to this report in
support of the process undertaken.

PPG Architectural Coatings UK Limited achieved the highest scores
for both Lots 1 and 2 and are therefore recommended for appointment
as the contracted supplier for the four year contract
period.

(1) To appoint PPG Architectural Coatings UK
Limited as sole provider of Paint and Decorating Products, Lot 1
& Lot 2 respectively for the period 01 July 2024 to 30 June
2028.

(2) That the Executive Director of Place be authorised to award the
contract, as referred to in (1) above, to the successful
contractor.
(3) That the Director – Law and Governance and Monitoring
Officer be authorised to enter into or execute under seal any
documentation in relation to the award of the contract.

Reasons for the decision

This report seeks approval to appoint PPG
Architectural Coatings UK Limited as the contracted supplier of
Paint and Decorating Accessories for the duration of 4 years
commencing 01 July 2024.
