Purpose
A previous Report requested approval of an
exemption to direct award a contract for stairlift, hoists and
disabled access equipment through the Efficiency East Midlands
Framework to Premier Mobility Limited for a period 2nd October 2023
to 31st May 2024 to ensure continuity of services following the
incumbent contractor, Dolphin Lifts (Midlands) Limited falling into
Administration.
This contract is due to expire before a re-tendering exercise via
the EEM Framework can be undertaken. There is no facility to extend
the existing contract.
The EEM framework is a not-for profit framework that invests all
surplus income back into Community Projects in their client’s
geographic area. In the last financial year, the framework
contributed over £500,000 to community projects from fees
that had had been generated above their operating costs.
Content
(1) That the contracts for LOTS 1 & 3 be
awarded to Premier Mobility Ltd via the EEM Framework for the
period June 1 to July 31, 2024, at a maximum value of
£95,000;
(2) That the authority be given to procure the new contracts via a
Framework which provides a compliant route to market that meets
Public Contract Regulations 2015 and the council’s Corporate
Procurement Procedures;
(3) That any necessary exemptions be made under the Council’s
Procurement & Contract Procedure Rules to enable the course of
action referred to in (1) above to proceed.
