Purpose

The site is currently split in to three
sections as detailed below:
• Blocks A & C are currently residential units (flats)
located either side of a central core block
• Block B (being the central core block) currently operates as
a day centre/main kitchen serving Blocks A & C

Currently the site is served by a central plant system located in
Block B that provides heating to the whole site along with hot
water to Block B and to communal areas within blocks A & C. Hot
water to blocks A & C are standalone electric solutions in each
flat that are fed from central cold-water services.

Repairs and maintenance to the site for general works have been
split historically between the blocks and respective funds but has
not been subject to a clearly defined process. A broad overview of
current arrangements for compliance matters is provided
below.

Compliance currently undertaken through the Housing Revenue
Account
• Water heaters
• Water (remedial works only to residential blocks A and
C)
• Electric (residential units only in blocks A and C_
• Gas – Not applicable

Compliance currently undertaken through the General Fund
(PMA)
• Water (whole site)
• Gas (only serves main boiler plant and main kitchen within
Block B)
• Electric (Block B plus communal areas in Blocks A and
C)

As Block B supports both Blocks A and C in the dedicated delivery
of the Housing service, there is no current identified operational
need for the property from a General Fund perspective.

The appropriation of the asset will ensure there is a single
maintenance regime in place moving forward providing for more
efficient management of the property and future capital lifecycle
investment.

It has been identified that the majority of the asset was
originally acquired for Housing purposes and therefore returning
the property to housing stock will assist in meeting demand for
flatted residential accommodation.

There are current works identified for the replacement of the
mechanical plant / boiler systems due to continual failure. These
are essential to ensure ongoing compliance and safety standards on
site and it is the intention that these works will be undertaken by
the Assets Team and to be funded through the Property Refurbishment
capital budget as part of the appropriation, subject to the require
approvals being obtained. The value of the works is estimated at
£360,000 and has been profiled within existing budgets for
delivery in 2024/25.

Content

(1) That approval be given to declare the
premises known as Walker Grange Sheltered Housing Site, Tipton, DY4
9RY, as identified on site plan provided at appendix 1, surplus to
the requirements of Property, Strategic Assets and Land
service;

(2) Subject to (1) above, approval be given for the appropriation
of the detailed premises from the General Fund to the Housing
Revenue Account;

(3) Authorise the Executive Director – Finance and
Transformation to make the appropriate adjustments to the Capital
Financing Requirements to reflect the appropriation between the
General Fund and HRA for the value of £3,670,000 as further
detailed in section 6.
