Purpose
To seek approval for the revocation of the existing Boroughwide Off-Street Parking Places Traffic Regulation Order and the consolidation of a Boroughwide Off-Street Parking Places Traffic Regulation Order.
Decision
Decision(s):
(1)
the Traffic Regulation Order as detailed within this report be approved;
(2)
the necessary legal procedures, including those of public consultation and advertising the Council’s intention to implement the Order, be approved; and
(3)
in the event that no objections are received during the consultation process referred to in (2) above, the Chief Legal and Democratic Officer be authorised to make the Order and the Highway Management Manager be authorised to implement the Order; and in the event that objections are received during the consultation process, the matter be referred to Licensing & Regulatory Committee for consideration in accordance with the Council’s Constitution.
Reason(s) for the Decision(s):
Recently an exercise was carried out whereby all the ‘moving’ Traffic Regulation Orders such as one-ways, weight limits etc were examined and plotted electronically onto a mapping system in preparation for the upcoming legal requirement for all Traffic Regulation Orders to be plotted and stored digitally for the Department for Transport’s D-TRO project.
The existing Boroughwide ‘Off-Street Parking Places’ Traffic Regulation Order has not been plotted and whilst plotting the current Order information it has become apparent that several of the off-street parking places are no longer in operation, or their information is outdated and are required to be removed and/or their descriptions updated within a new consolidated Order document.
