Purpose
To seek approval to revoke the
existing 60mph Speed Limit Order on the A565 Formby Bypass and
introduce a new 50mph speed limit. From a point 254m southwest of the southwest
kerbline of the Coastal Road to the northwest kerbline of Southport
Old Road (south junction) in a southbound direction and in a
northbound direction between the northwest kerbline of Southport
Road to a point 260m southwest of the southwest kerb line of
Woodvale access road.

Decision(s):
(1)
the change in Traffic Regulation Order as
detailed within this report be approved;
(2)
the necessary legal procedures, including
those of public consultation and advertising the Council’s
intention to implement the Order, be approved; and
(3)
in the event that no objections are received
during the consultation process referred to in (2) above, the Chief
Legal and Democratic Officer be authorised to make the Order and
the Highway Management Manager be authorised to implement the
Order; and in the event that objections are received during the
consultation process, the matter be referred to Licensing & Regulatory Committee for
consideration in accordance with the Council’s
Constitution.
Reason(s) for the
Decision(s):
On 23rd December 2021, approval was
given by Planning Committee to an application for the erection of
286 dwellings after the demolition of existing structures south of
RAF Woodvale between Southport Rd/Southport Old Road and Wham Dyke
on the west side of the A565 Formby Bypass.
Due to the increased vehicle movements
generated by the development, a Planning Condition was attached to
the Planning Approval, which required the developer to fund the
introduction of a new signalled junction with pedestrian facilities
and the reduction of the speed limit on the A565 Formby Bypass at
this location from its current 60mph limit to a new 50mph limit in
both directions.
