Purpose

To seek approval for the
progression of a ‘No U- turn’ Traffic Regulation Order
on A59, Northway at its junction with Kenyon’s
Lane.
 

Decision

Decision(s):
 

(1)

the Traffic Regulation Order as detailed
within this report be approved;
 

(2)

the necessary legal procedures, including
those of public consultation and advertising the Council’s
intention to implement the Order, be approved; and
 

(3)

in the event that no objections are received
during the consultation process referred to in (2) above, the Chief
Legal and Democratic Officer be authorised to make the Order and
the Highway Management Manager be authorised to implement the
Order; and in the event that objections are received during the
consultation process, the matter be referred to Licensing &
Regulatory Committee for consideration in accordance with the
Council’s Constitution.

 
Reason(s) for the
Decision(s):
 
On 6th November 2023, approval was
given by Licensing and Regulatory Committee to deliver improvements
on the A59, Northway between Dodds Lane and the Borough boundary,
including the junction with Kenyon’s Lane and Robbins
Island.
 
The scheme involved three main elements:
modification to the junction of the A59 with Kenyon’s Lane,
the creation of segregated cycle routes along both sides of the A59
between the Dodds Lane junction and Robbins Island and the
continuation of the cycle routes around the junction with Robbins
Island.
 
The junction at Kenyon’s Lane is
currently traffic signal controlled but lacks any push button
facilities. The improvements are introducing separate
signal-controlled facilities for both pedestrians and cyclists
across all the legs of the junction as well as introducing safer
right turning facilities for motorists on the A59. The new layout
is commonly known as a CYCLOPS (Cycle Optimised Protected Signals)
junction and will be the first of its kind within Sefton. Similar
arrangements have recently been introduced in other districts and
boroughs in the northwest. The junction has been modelled factoring
in additional movements generated by the proposed housing
development to include segregated right turning facilities for
motorists.
 
In order to address the traffic movements at
this new junction and the possible increase in pedestrian and cycle
movements, and reduce the potential for road traffic
collisions, a new Traffic Regulation Order is
required.  This will be to prohibit
U-Turns on the A59, at the junction of Kenyon’s
Lane.
