Purpose

To seek approval to revoke the
existing traffic regulation order on Rotton Row, Southport
‘All days 9am – 6.30pm  1 hr
No return within 1 hr’ limited waiting bay and introduce an
‘All days 9am
– 6.30pm 2 hour No return within 1 hour’ limited waiting bay.

Decision

Decision(s):
 

(1)

the change in Traffic
Regulation Order as detailed within this report be
approved;
 

(2)

the necessary legal procedures,
including those of public consultation and advertising the
Council’s intention to implement the Order, be approved;
and
 

(3)

in the event that no objections
are received during the consultation process referred to in (2)
above, the Chief Legal and Democratic Officer be authorised to make
the Order and the Highway Management Manager be authorised to
implement the Order; and in the event that objections are received
during the consultation process, the matter be referred to
Licensing & Regulatory Committee for consideration in
accordance with the Council’s Constitution.

 
Reason(s) for the
Decision(s):
 
A request has been received from The
MP’s Office and a business on Rotten Row for the limited
waiting parking bay to be adjusted, in the vicinity of the business
and local attractions.
 
Recent investment in the vacant business
premises at this location has seen a significant change in the
times clientele are using the facility. 
This new business whilst offering tables into the evening now also
caters for significant daytime clientele compared to the
predominately evening trade and visitors that frequented what was a
Chinese Restaurant. 
 
Allegedly daytime visitors are having to rush
through a booking to meet the parking regulations outside that is
currently ‘All days 1 hr No return within 1
hr’.  The previous trades
customers were considerably less affected by the existing
restrictions as the restriction stops at 6:30pm seven days a
week.
 
It must also be noted that any business at
this location has regular periods throughout the year when their
normal working days are disrupted, for a number of consecutive
days, including weekends. This is as a result of Southport
attracting and hosting several high
profile events and the subsequent imposed traffic management
that has to be used on Rotten Row.   
 
Any objections received within the 21-day
objection period will be reported back to the Licensing &
Regulatory Committee.
