Purpose
Petition referred back to
Cabinet Member from Licensing and Regulatory for
decision. Committee Members noted the
concerns but explained that there are many other locations in
Sefton with similar issues.

Reason(s) for the
Decision(s):
A 108-signature petition,
sponsored by a Ward Councillor, was received and reported to
Licensing and Regulatory on the 10th March 2025. This report is included
within Annex A.
The lead petitioners requested
either waiting restrictions in the form of double yellow lines at
the junction of Ericson Drive and Linaker Street, Southport to
address parking at or near this junction and / or that a resident
privilege parking scheme be considered for the Drive.
Ericson Drive contains 14
properties, and 11 of the 14 residents and 3 residents on Linaker
Street have signed this petition. The 94 other petitioners do not
live in either Ericson Drive or Linaker Street.
The petition
also contains no signatures from residents of the properties on
Linaker Street which would be impacted most by the implementation
of any waiting restrictions. These residents have no off-street
parking and no available space to create off street parking. The
suggestion for double yellow lines at the junction would also
remove already limited residential on street parking spaces in
Linaker Street and directly impact individuals that have not
participated in this petition.
The residents in Ericson Drive
and the 3 residents in Linaker Street who have signed this petition
all have off street parking provision.
On street
parking for residents in Linaker Street has always been and will
remain difficult and there is simply no room on or off the public
highway to create any additional space. Removing any spaces from
those that do not have any off-street facilities will simply make
parking for all adjacent properties in this location more difficult
and problematic.
The lead
petitioners are citing poor visibility, restricted access, missed
refuge collections, footway parking, near misses, 2 non-injury
accidents at this junction and a fatal road traffic collision in
2014. The Council is only able to access information on injury
collisions, so is unable to comment on the damage only
collisions. The tragic incident in
2014 involved a cyclist who fell off his bike after being struck by
a car door opening from a stationary vehicle parked on Linaker
Street, this incident had no correlation with the junction and
could have happened on any road and our condolences go out to the
family.
We have been in regular contact
with our cleansing team and have been informed that this road is
serviced with a smaller vehicle so
collections are not compromised.
Alternative Options
Considered
We can install a h-bracket to
highlight the dropped kerbs and tactile paviours at the junction of
Ericson Drive and Linaker Street this should highlight the crossing
points.
