Purpose

To seek
approval to agree to a Local Lettings Plan for Care Leavers to
receive a direct award from Registered Providers in order that a
bespoke offer can be made to them, called House to Home.

Decision

Decision(s):
 

(1)

the use of Local Lettings Plans by the
Registered Provider of Social Housing, One Vision Housing operating
in Sefton who are providing the ‘House to Home’ offer
for Care Leavers, be approved; and
 

(2)

Delegated authority be approved to extend this
LLP to any other Registered Providers of Social Housing who wish to
provide the House to Home scheme to Care Leavers.

 
 
 
Reason(s) for the
Decision(s):
 
This local letting policy is required to be
reviewed annually and authority sought from the Local Authority to
continue their use.  This report
outlines review of the local lettings policies and a recommendation
for their future. 
 
Alternative Options
Considered and Rejected
 
The Council could withhold approval from OVH
to operate a Local Lettings scheme and let properties to CEYP
through the normal Property Pool Plus process, but this would go
against the priority that the Council has to Care Experienced Young
People and be at odds to the Corporate Parenting Board’s
recommendations to review the process of how properties are let to
CEYP following feedback it received from them in early 2024.
